This is certainly a frustrating situation. As parents, we completely understand why you want to get to the bottom of this. Mail is handled slightly differently if your student lives on or off campus. Is she living in a residence hall? If your student lives on campus, I am certain she has already done this, but if not, she should contact her Resident Director and Front Desk Manager at her building to ask if they have any additional information about the package.

Without the specifics about the date the package was sent, tracking number, when it was signed for and by whom, your student's name, and the address the package was sent to, it is difficult to research or respond to your question in any definitive way. If your student lives on-campus, additional information about mail services can be accessed through https://studentaffairs.temple.edu/housing/campus-living/services/mail-services.
